Ability to select AWS Region

Is your feature request related to a problem? Please describe.
The SageMaker Studio Lab would be so much useful if we could select the region as well. NASA's Earthdata is on us-west-2 and studio lab is not useful for direct access of NASA datasets when it launches randomly in differently regions (currently it launches on us-east-2)

The project interface could have another drop-down to select the AWS region.

It seems that sagemaker can access data on us-west-2 even if it is launched to us-east-2. Sorry for not checking before I posted here.
