Build Instructions Out of Date

The build instructions for the KPL are now out of date as part of the partial migration to CMake. Additionally some new dependencies, as part of the AWS C++ SDK, aren't correctly included in the bootstrap.sh.
Additional Dependencies:
- libidn
The KPL will be migrating fully to CMake, with CMake responsible for retrieving, and building dependencies.

It would appear the build instructions remain out of date. Is that correct? If so, is there any plan to complete the process of updating them?
