Shared library without SO version which is not allowed

aws-c-io
currently does not have an SO version despite being a shared library.
However, this is not allowed according to spec as SO versions are mandatory for shared libraries.

No worries. I have been carrying local patches to address this issue in openSUSE ever since.
Looking forward to being able to drop these patches in the future ;-).
