[Feature Request] Deployment/Upgrade via Terraform

Is your feature request related to a problem? Please describe.
We currently manage our infrastructure via Terraform. Having to convert everything in here to terraform is extra work, as well as handling translating updates in the future from here into terraform.

Describe the solution you'd like
A terraform module that can be used to deploy FHIR Works on AWS, and upgrading the module results in doing an upgrade of the various dependencies that comprise FHIR Works.

There is some prior work available that was done over here: https://github.com/joekendal/fhir-definitely-works-on-aws

Describe alternatives you've considered

  • Using HAPI FHIR's docker image + EKS + RDS Postgres + our standard app deployment pipeline
  • Azure's FHIR service
  • Using this to generate resources, use terraform import to generate the resources, and continuing to manage that way going forward.

Additional context
We are currently in the evaluation stage and comparing different proof of concepts.
