Circles should not be displaced when zoomed in

This may actually be complicated and wish listy, but ideally when the map is zoomed in such that everything is no longer packed together, circle groups should start to lose their displacement and go back to being centered on their MSA. For example Boston here remains displaced to the north even after it's no longer crowded by all the NYC circles. This is more noticeable with some indicators than others, depending on how many high value big circles there are to push things around.
