pick up the latest version of aya's rustc-llvm-proxy

This depends on making and publishing a new tag or release of https://github.com/aya-rs/rustc-llvm-proxy. Besides using the latest code of that repository, it would also make the bpf-linker to depend on and use the current (0.7.*) version of https://crates.io/crates/libloading - currently 0.7.4.
