Emails: Contributor Updates

Overview
When there are updates in the system, the users are notified via email.
A Contributor should be sent an email when:
- They submit a boundary, with a link to the submission
- When their boundary has been reviewed and needs revisions:
- When their boundary has been approved
Only do plain text emails for now, that should have all the information and wording as in the screenshot above.
