Rearrange project page depending on timeframe

Project list for 2018 seems to always be available at the top of the Projects page. However, it's most relevant for a short period of time, Feb - Mar, when fellows are applying, after which it's not relevant - for most of the year, the most relevant information is the past projects list - this is what future applicants (both students and nonprofits) will care about most. In addition, showing the project archive at the top of the page would be more visually interesting than a wall of text - my suggestion would be to shift the location of the panel from the top of the page to bottom of the page, after the student application period is closed (and move it up to the top, when student applications open)

We can tie into the _config.yml > fellowship.stage and automatically rearrange the page.
