Timeouts when attempting to spin up proxy

Not able to spin up a jprq http tunnel. Using my regular jprq http {port} spins for a while and then times out

$ jprq http 5001
jprq 2.2         press Ctrl+C to quit

failed to connect to event server: dial tcp {ip-address}:4321: connect: operation timed out

I'm experiencing this issue as well
