837 loop 2300 is marked as Required for loop 2000B and 2000C

The 837.5010.X222.A1.xml map lists loop 2300 as required at both the patient (2000C) and subscriber (2000B) levels.

But I believe that if loop 2000C is present then loop 2300 is only required on 2000C, not 2000B.
