Allow collapse buttons to always be visible

This is a design decision that should be optional. It fits neatly into the buttonTransition collapse option as this indicates what the animation should be for showing/hiding the button. If we add a new possible value of none this makes sense, does not break existing usage, and is very easy to implement.
