Multiple collapses do not cascade correctly

When you collapse one pane in the middle, and then collapse the pane next to it, then the previously collapsed pane's size increases.
One option (the cheap option) would be to set a maximum size on the panel when the panel is collapsed.
The more elegant and correct solution would be to somehow cascade the collapses to the siblings of the collapsed pane if they are collapsed.
