Booting user OS

The management OS should be able to boot to a user defined OS (Which has possibly been persisted by #9)
Initially just boot a bare HDD img, just like #9 we may expand this with zfs/btrfs.
Minimum Requirements:
- Fetch an external disk image (using #6)
- Write disk image(s) to a block device(s) specified by the control server
- (ensure bootorder?)
- Initiate Reboot
