Tests have not been working for a while and I think it comes down to the changes at Lando in how Lando is released and works. I don't have time to revisit this, so I'm going to hardcode to 3.20.8 for now to get test working again.

I've used https://docs.lando.dev/install/gha.html
Made a change to the lando file as bee is now shipped with lando backdrop plugin and we want to use the bee in this repo rather than the merged version.
Fixed in 3e06da2
