Hill Generation Crystal [Discussion]

What would the actual premise for this enhancement be? I'm sure adding a crystal with the Extreme Hills biome would be simple enough. So is it something that would be limited to making hills within that hill biome, or general height variations in all crystals?
It would be a crystal that raises the ground near the player to form hills and height-varied terrain using the ground and surface types of each respective crystal.
What if the hill crystals could move players up by a block on occasion, and put a block where they were standing prior to that? With extreme hills doing it more often?
If you used the crystal while moving, it would create hills as you moved around. If you stood still, it would create a more steep cliff. With the rate of the lifting affecting how big or steep the hills would be.
