Won't Work in Firefox or Chrome on Windows

browser: Firefox 26
OS: Windows 8

What steps will reproduce the problem?
1. I try to load the page in Chrome or FF on a PC and translation to French 
will not work
2. When I click the "FR" or "EN" buttons on a Mac (Firefox, Chrome, or Safari) 
- it works


What is the expected output? What do you see instead?
I expect it to translate but it will not (on Windows)

Please provide any additional information below.
