Change Keyboard-Layout to german

Hey Guys,
nothing is working so far... i tried so many things but the keyboard layout wont change. How can i change the keyboard layout to german?

Just install those packages :
apt-get install keyboard-configuration locales
And run this
dpkg-reconfigure keyboard-configuration
