Add spin-orbit term.

The Koning-Delaroche potential has a spin-orbit term. ROSE needs to support l and s dependent interactions to include it. And somewhere, total j needs to be supplied by the user.

Yes. I made a PR because I was hesitant to do the merge. Was hoping GitHub's tools would give me some additional help. I'll close this one.
