Global KD/WLH OMP emulator

A wrapper class for EnergizedEIMInteractionSpace, that extends KoningDelaroche. The idea is to be able to pass in an arbitrary set of {COM-frame energy, A, and Z} for training, and then emulate across energies and the nuclear chart, according to a global optical potential.

Of course, this will not work yet for charged projectiles until a fix is found for energized emulation with a Coulomb interaction.

Although the global emulator is not in main (see #feature-as-quilt), the global potentials are implemented.
