[grafana-operator] Update integr8ly/grafana-operator to 3.7.0 and grafana to 7.3.5

Is your feature request related to a problem? Please describe.
Version 3.7.0 was released yesterday with support for Azure datasource which would be nice. It seems they have changed from using go package flag to pflag though, which means the arguments for operator needs to use double dashes. So just changing the image tag doesnt work.
Describe the solution you'd like to see
Update operator to use image tag 3.7.0 and fix arguments from -grafana* to --grafana* in deployment.yaml. Update grafana tag to 7.3.5 to get latest version
