Verify that tests work when run outside dzil

It's suddenly occurred to me that the way I'm running my build tests might not work outside of being run by dzil. Which means it would fail a normal make test, which would make installing via CPAN or cpanm problematic unless you disable tests (which I usually do, which would explain why I haven't noticed it yet).
So I need to make sure this is working properly. I can use cpanm's feature of installing from a tarfile to avoid having to do a PAUSE upload to test.
If it doesn't work, fix it.
