With restart of HA not recovering to state before restart

Describe the issue
When I restart HA the switches for lux and irradiance do not recover to the previous known state when the sensors for those patterns are not yet available (meaning: switches turned on). So after restart I have to turn them on again by hand to get the right mode of climate control again.
My sensors are in zigbee2mqtt and some remote services, which take some time to recover after a reboot.
Reproduction steps
- Configure lux and irradiance for adaptive cover and turn the strategy on.
- Restart HA
- Check recovery of devices of Adaptive Cover after restart.
