Track Bzlmod support level

As the Bazel community moving to Bzlmod, the bazel-catalog is the most ideal place to track the different levels of Bzlmod support for Bazel rules and common Bazel dependencies.

To do:

• Define the different levels of support. @alexeagle
• Add a column for Bzlmod support status and maybe another column that links to the corresponding tracking issue.
• Go through all dependencies & reach out to project maintainers to update the status.
