Rewrap Comment / Text doesn't handle comments properly

VSCode doesn't seem to understand that # is a comment marker so the Rewrap Comment / Text command doesn't treat comments correctly.

Apparently that command is actually provided by another extension that I forgot about. It seems that this extension needs to be taught about the language directly, which is unfortunate.
