Change to reporting view, visibility of content based on state < 3

User Story

As a reporter,

I want to be able to see when an export is submitted, as opposed to after it is claimed (IN_REVIEW_STATE)

so that I can have more visibility on the user experience and help manage output checker capacity.

Conditions of Satisfaction

• export requests 'submitted' but not yet claimed (state < 2) are visible in the list
