I think this is related to the relationship credential requiring an additional cardinality field so that new relationship credentials for different child entities don't revoke the initial credential.
This should be fixed now that this change has been made: https://github.com/bcgov/von-bc-registries-agent/blob/master/bcreg-x/config/services.yml#L144
