Increase resource allocation on application/search (tob-db) database

Increase CPU allocation to 0.750 cores. Refer to Issue #42 for additional details.
Note: This resource allocation is to support a single instance of the tob-api (django pod) process requests from the BC Registries Agent. Once we rectify the load balancing issue, we'll have to revisit the resource allocations.
