Describe the bug in the current situation
When initiating the registration process for new firms, the user survey dialog does not appear in the test environment, in contrast to its presence during the creation of a Benefit Company.
Steps to reproduce the behavior:
- Go to 'https://test.account.bcregistry.gov.bc.ca/decide-business'
- Start Registration of Firm
- Notice that the Survey Dialog doesn't appear.
- Now start filing an IA for Benefit Company
- Notice that the User Survey Dialog appears allowing the user to file the Survey

The survey is designed to show only for IAs (not firm registrations), so this seems to be working correctly.

The functionality is following original design, closing the bug.
