Help text for Omit/Obscure SI info

@mstanton1 Kindly review the help text document created. Let me know if this works or if it needs visual screenshots from the design for the steps. Thx

@Apt766525 can we get clarity from the designers on what is required? Is the intention that wording is drafted to add in app (supplementing what's already in the designs) or is the intention to link to another spot with information? If we are linking to another spot with information and producing a PDF let's include Mags and work with the current BCROS workflow where PDF's for help are stored here: https://www2.gov.bc.ca/gov/content/employment-business/business/managing-a-business/permits-licences/news-updates/modernization-updates/modernization-resources and using the same format / template as existing PDF documents.
@mstanton1 Had a review with Julie. It will be in the app which is already in the design and not in a separate spot. Julie has suggested we go over this during our UX/UI meeting and once they've had a look she will mock it up in the help section on the omit form page.
