Create Identity Kit websites and process

We would like to build an Identity Kit that allows individuals to provide one-on-one demos of how we can enable government-issued verifiable credentials that citizens can use for their own purposes.

A design has been put forth, discussed and whiteboard'd. The approach and requirements will be added as tickets associated with this epic.

Goal is to complete this in two weeks.
