Improve configuration documentation

All the components of Issuer Kit (api, issuer-admin, issuer-web) can be configured by using configuration files and environment variables.
While the configuration files are not too complicated, it would be good to have docs that outline what each setting does and describes how to correctly configure each instance of the app.
