Describe the Bug
Section 25 of the Interpretation Act states that if the time for doing an act falls or expires on a holiday, the time is extended to the next day that is not a holiday, and if the time for doing an act in a business office falls or expires on a day when the office is not open during regular business hours, the time is extended to the next day that the office is open.

March 31st 2024 was on a Sunday 31st, 2024 and Monday was a holiday. Tuesday, April 2nd was the first business day after the reporting deadline and serves as the compliance submission deadline for 2023 reporting period.

Expected Behaviour
Compliance units recorded up until April 2nd, 2024 should be available for use for 2023 compliance reporting.

Actual Behaviour
Compliance units recorded between March 31st, 2024 and April 2nd, 2024 are not available for use for suppliers; both when submitting a new 2023 report or a supplemental 2023 report.

Implications
Some BCeID users that have transfers recorded between March 31st, 2024 and April 2nd, 2024 are not available for use for suppliers, resulting in some suppliers being in a non-compliance position when they technically should not be.
