OSD3358-512M-BAS does not output 3.3V.

We produced Beagleboard Black Wireless.
However, the PWR LED does not light up.
3.3V does not come from VDD_3V3VB_0, VDD_3V3VB_1.
Five boards are the same symptom.
Is OSD3358 a problem?
Or is there anything else I can check out?
