Watchlist eyeball icon pops up next to the menu button, but when I click it I go to `beaker://watchlist` which produces "This site can't be reached"

Describe the Bug
I upgraded to Beaker 1.1, having put some sites on my watchlist a long time ago.

Now, when I start Beaker, I get an eyeball icon popping up next to the menu button, with a badge; it looks like Beaker has found something from my watchlist.

But when I click the button I get a tab of beaker://watchlist, which is an error page instead of the watchlist. I guess the watchlist has been removed? But then why am I being sent to it?

To Reproduce
0. (Optional) Put some sites on your watchlist in an old version of Beaker, then upgrade to 1.1 and let it find them, and observe the eyeball button.

  1. Go to beaker://watchlist, or click the eyeball button.
  2. Observe the lack of watchlist.

Expected Behavior
Either beaker://watchlist should work, or, if the watchlist feature has been removed, I shouldn't get an icon in the UI trying to send me to it.
