Output files rewritten when using restart option

Need to update output.f90 to account for restartfromfile. If using restart files for a run, need to append output files, instead of creating new (netcdf or ascii).

Using restartfromfile still does not append output files. Is there a plan to fix this? Otherwise, it seems almost impossible to use restart files.
