I would like to use an approach with partial questionnaires that are used for translation purposes only.
Let's use a custom resource QuestionnaireTranslation just not to filter out Questionnaire for translation from Questionnaires lists.
@ruscoder are we using this approach somewhere? Please share more details via this task.
