This error seems to cause a lot of confusion since many times the underlying error is in USMT. Super Grate should catch the error for the some of these scenarios:
- Windows Server OS not supported.
- No output at all, possibly an error code that can be parsed?
- Out of disk space.
- USMT CLI parsing errors.
- ...

If USMT doesn't output, catch that as an error.
