Allow for conditionally disabling tests

Hi!
For our use case (muparser compiled as a CMake subproject in a larger codebase) we need a way to disable tests.
I already submitted PR #84 with proposed solution but I'm also opening this issue for any feedback on this topic that is not directly related to the mentioned PR.
