All workers often head to repair the same container instead of just one and the rest continuing to fortify ramparts. All transporters often head to the same container in a remote outpost which is just a tiny bit above the average of other outposts when it comes to the amount of energy stored within them ... resulting in most transporter returning empty while containers in far away outposts of the same colony end up with full containers.

Maybe limit the # of creeps responding to non-critical tasks (not fortifying vs. a nuke, etc.) to 2 or something?
