Is this package compatible with Stripe v3 ? There is no Stripe.setPublishableKey function.

It's not, wasn't aware that was released. It would be an excuse to get #49 wrapped up and do a major release.

Definitely a confusing move on Stripe's part. v3 isn't really ready and just has a single pre-release feature. So v2 only for now until v3 is a real release.
