Add a command line interface allowing RCON commands to be sent manually

This is something that doesn't exist in the modding ecosystem right now, but could be quite useful.

The command line interface would basically replicate the in-game console, showing the log received from TCPR and also allowing the user to input commands to be sent to KAG.

Maybe this isn't worth the effort since it's essentially duplicating what the web interface can do already?
