[BUG] Korean (i think??) language is weird

To Reproduce
Steps to reproduce the behavior:

1. Go to languages
2. Click on 'insert boxes'
3. See error

Expected behavior
The language is there

• OS+version: Windows 11
• Launcher version from 1.09_16 to 1.09_17-rc2
• Processor architecture: x86

It also makes the launcher think you have no internet

im guessing how to fix it is to use utf-8. plus the window title works
