Permit support for message parameter in exception idd definition

Legacy IDDs permitted message as a valid parameter name in an exception type, which clashes with the concept of generating a useful default message. Legacy applications require this behaviour still to function, so this issue is to describe a flag whereby the default legacy behaviour, which permitted message as a parameter, is supported
