Allow to block joins from rule breakers even if you don't have that rule.

I'd like to be able to have people banned from my server for any rule they may have broken on another server, even if I don't have that rule on my server. I don't have any rule against stealing on my server (pvp factions), but I don't want any type or rule breaker. I feel that a person who breaks any rule is more likely to break rules on mine.

That's a very good point ! I'm not really sure how to make it in the config though, I guess I could add an extra flag to the total section ?
