Push start boxes config to spads and chobby

Needs to be broken down, not sure whatever we should just push directly to https://github.com/beyond-all-reason/spads_config_bar/blob/main/etc/mapBoxes.conf file, or have a new plugin for that as suggested by Yarbiz: https://discord.com/channels/549281623154229250/1093658550330470490/1094244266173276281

This also includes pushing starboxes to Chobby to LuaMenu/configs/gameConfig/byar/savedBoxes.dat

Current status: UI implementation in progress, near finalized. Not started on script for importing startboxes to rowy and then exporting them out.
