[Bug]: Link on scholarship card non-clickable

What happened?
When adding/editing a scholarship you can see the link you're using here:
But there's no way to click it. You have to manually copy/paste the link in a new tab.
Instead of this, we should let the link work but add the target="_blank" attribute so that it opens in a new tab and doesn't disrupt the unsubmitted form.
Steps To Reproduce
- Go to https://dreamscholars.org/scholarships/f40TWoZrvmbzOZ1F9fvT/edit
- Try clicking the link on the right (I tried Cmd-clicking it so it would open in a new tab).
