The old route-views.saopaulo.routeviews.org BGP data collector has been decommissioned.
Any of the peers who were active on the router should now move to the new route-views2.saopaulo.routeviews.org router if they so choose.

Turns out the data is already being collected. It's just the old collect will not produce any new data. We can already see that on the tracking. Closing this ticket now.
