add `doctor` subcommand to help fixing potential issues

Inspired by issue #26, it is hard for users to know what data collector they need, and thus hard to fix potential data issues. Having a bgpkit-broker doctor subcommand can help users identify common data issues and provide helpful suggestions on how to fix the issues.
Current needs:
- identify missing route collectors (use
bgpkit-commons) - suggest bootstrap commands for missing route collectors
