C-U and C-D to move layers up and down do not always work

Editing the tutorial, I am finding that C-U and C-D are not reliable. Possibly related -- C-n to create a new layer is inserting the new layer in what appears to be an arbitrary spot in the list, rather than below the current item.

This was a problem with a sort function in the Layers dialog. With more than 10 layers, ASCIIbetical sorting becomes a problem. The commit above fixes this issue for up to 10000 layers which should be enough :)
