apply kde to target distribution

the hope is that smoothing out the target distribution so that values are continuous between 0 and 1 will smoothen the cost landscape

local minima are very pronounced and shallow gradient bias in wrong direction. not a good choice to do this

without applying kde to target is better. will keep target clipped at 0 or 1
